morguefile.com has plenty of great free photos, and you can find photos on commons.wikimedia.org that are royalty free.The images are free on both sites but there are some rules to credit the photographer like sending a mail how you are going to use their pictures but you don't need a strict permission to post their pictures.
You may email a webmaster to use the picture on their site asking for permission.Its not difficult to get permission by them as long as you are going to use it positively.

I personally like morguefile where one can get free images with high resolution.Before using images check the terms of use set by them.You may copy or download the images.A few photograph are not Public Domain but Royalty Free. The photographer retains Copyright. If you use that photograph the person who uploaded the image would very much like to know how it is being used, whom you could contact by sending an email.

Stock Xchang The best thing about it is there is no website name on the picture and you are not required to link back to their photos while many free stock phots sites are involved in that.
Stock Xpert This site is reffered by stock xchang,offers photos for as low as 1$.But at the same time you can download photos free of cost.

Google ,Yahoo or msn images:
